You could say that twitter is like a mini blog post, limited to 140 characers at a time. And when you “follow” someone on twitter, you are subscribing to their blogs RSS feed in your feed reader – Twitter! Twitter also allows you to see who the people you are following are following, so you are able to expand your knowledge base and find other interesting twitter-ers to follow!
Twitter has a number of features that let readers interact with the tweetosphere. Readers can respond to a tweet (similar to a blog "comment"). They can forward on to their followers ("re-tweet") a Twitter message from someone else. You can send direct (private) messages to your followers or someone you are following. You can "tag" your tweets to connect them to a common thread within the tweetosphere.
Twitter has become a phenomena. There is even a site called Secret Tweet where people can secretly tweet. Spill your secrets without recognition! The power of twitter can be very strong. Take this example for instance, where Lance Armstrong tweeted an invite for a bike ride and got a million friends blocking traffic. Or my favourite one, where a man has devised a Twitter treasure hunt to find his former fiancés engagement ring which he is giving away!
This blog post has some tongue-in-cheek observations about keeping twitter useful.
